Each proposal must disclose any current or pending foreign relationships or affiliations with a country of risk. Each applicant and subrecipient covered by the proposal must complete a Transparency of Foreign Disclosures Form. The form must be completed in its entirety, even if the applicant does not have any foreign relationships, and submit the document with their Full Application.
Applicants should prioritize partnerships that will bolster US supply chain security. If a proposal team cannot find a suitable domestic partner, foreign entities, including U.S. operations with a foreign parent company, may participate in USABC projects; however, their participation is subject to USABC and DOE approval.
No Entity of Concern (including an individual that owns or controls, is owned or controlled by, or is under common ownership or control with an Entity of Concern) may receive DOE funds or perform work under the award (REF: 1011 of Public Law 117-167 and Section 310 of Public Law 118-42) for additional information.
